A Design for Excellence

The Hayward Unified School District’s English Language Learner (ELL) Master Plan is a result of collaboration and commitment to the meeting and exceeding the needs of our community’s ELL students and families. This plan works to ensure not just compliance for our students but works towards providing them with a world class education.

Our goal is for our students to graduate from Hayward Unified School District with the cognitive skills and experiences necessary to choose post-secondary education or to succeed in the workplace. It is our responsibility to meet this need. It is our hope that faithful implementation of this plan will give ELLs a solid educational foundation.

This plan furthers our work in staff development for our school staff. HUSD must provide the resources and professional development to aid staff who work directly with our students.

Our ELL Master Plan is based on state and federal laws, district board policies, research, pedagogy and practice. The laws and polices are to serve and safeguard student needs.

Our hope is that this plan will surpass expectations of support for teachers, administrators, parents, and especially our students. This plan will serve as the basis for our work, a work that is inclusive of all learners and needs.

While HUSD’s ELL Master Plan uses our Board Goals and Objectives as underpinnings for our work with ELLs, the ELL Master Plan’s evaluation goals will guide us to optimal results for our students:

Evaluation Goal 1: Implementation
ELL programs are fully implemented as described in the Master Plan for English Language Learners

Evaluation Goal 2: English Proficiency
ELLs will make steady progress in developing academic English, and attain academic English language proficiency as efficiently and effectively as possible.

Evaluation Goal 3: Academic Progress
ELLs will make steady progress in core academic subjects. ELLs in our district five years or longer will meet grade-level standards in core academic subjects.

Evaluation Goal 4: Decrease Risk of Failure
Rates for ELLs and RFEPs in categories indicating risk for school failure are no greater than those for English Only students.

Evaluation Goal 5: Biliteracy
Students enrolled in Bilingual Alternative and Dual Language Immersion programs will master language skills in Spanish as well as English. Other languages may be added, as requested and feasible.

Evaluation Goal 6: Parent Engagement
Parents of ELLs and RFEPs participate meaningfully in their children’s education.

Evaluation Goal 7: Multicultural Proficiency
ELLs and RFEPs will develop multicultural proficiency.
