The purpose of the English Learners Advisory Committee is to advise the principal and school staff on needs, programs and services for English Learners and on the development of the School Plan (SPSA) and budget as it pertains to English Language Learners.

The four annually required tasks ELACs must engage ELL parents in are

• Provide training for ELL parents on various facets of the HUSD Master Plan for English Learners.
• Oversees the explanation, distribution, data collection and data reporting of the ELAC Surveys
• Explains the Language Census (R-30) and presents annually collected data.
• Advises on ways to improve student attendance.

El propósito del Comité Consultivo sobre los Aprendices de Inglés es de aconsejar al director y personal escolar sobre las necesidades, programas y servicios y brindar aporte al Plan Escolar (SPSA por sus siglas en inglés) y al presupuesto escolar en lo que incumbe a los aprendices de inglés.

Las cuatro tareas anualmente requeridas son las siguientes:

•   Proveer capacitación a los padres de aprendices de inglés sobre las varias facetas del Plan General para los Aprendices de Inglés del Distrito Escolar de Hayward 
•   Supervisa la explicación, distribución, recopilación de datos y reportaje de los datos obtenidos en las encuestas anuales ELAC
•   Explicar el Censo de Idiomas (R-30) y presentar los datos anuales
•   Brindar consejo sobre maneras para mejorar la asistencia estudiantil
